According to police, Florida parole officer Zachary Thomas Bailey has been arrested and accused of sexually harassing and raping one of his female parolees. The unnamed alleged victim reportedly filmed one of the attacks in order to prove that Bailey had raped her. According to WSVN, Bailey allegedly arranged for an inspection of the parolee’s home. At this point Bailey blocked the parolee from leaving the bedroom and began to fondle her. During a second visit Bailey allegedly escalated to raping the parolee while her daughter was in the next room. Unbeknownst to Bailey the victim recorded the attack on her phone.

“This is someone who is hired to protect you,” said Coral Springs Police Lt. Joe McCue, “hired to say, ‘Hey, protect the society,’ and you don’t expect your probation officer to be acting in this manner.” Reportedly, Bailey requested that his accuser perform oral sex. When she refused Bailey allegedly pulled down his pants, put on a condom and proceeded to rape his parolee. On the recording the victim can be heard repeating “This is rape” and “I don’t want to do this.” The victim says that she recorded the incident because she feared authorities would not believe her and that her accusations could result in her violating her parole. Bradford Cohen, the victims attorney says “The video is extremely explicit,” adding “It actually shows what her accusations are.” In addition to the video evidence the condom used by Bailey is also being used to prove the attack.

Bailey, a 25-year veteran of the Florida Department of Corrections was fired last week. He has been released on $15,000 bond. He faces two counts of sexual battery on a victim over 12 years of age under special conditions.

Florida police are currently looking for additional victims and are urging them to come forward. “At this time, we’re really uncertain if there’s additional victims out there or not. However, if there are additional victims, you need to go to the authorities,” said McCue. “Don’t be afraid your probation is gonna be violated. It’s very important that you come forward.”

If you are a victim of Bailey’s or know someone who is, call Broward County Crime Stoppers at 954-493-TIPS. Remember, you can always remain anonymous.
